Strategic Evaluation of AI²

Overview

The Strategic Assessment of AI² has been carried out in the context of the establishment of the Agency for Research and Innovation (AI²), E.P.E., which brings together the responsibilities of the Foundation for Science and Technology (FCT) and the National Innovation Agency (ANI). Its aim is to support key strategic decisions of the new agency, namely budget allocation and the definition of strategic areas.

This process is coordinated operationally by PLANAPP, under the scientific coordination of Professor Maria do Rosário Partidário, and involves experts from the FCT, ANI, DGE (Directorate-General for Education) and DGEPA (Directorate-General for Studies, Planning and Evaluation). It adopts the ST4S methodology – Strategic Thinking for Sustainability – organised into three phases: defining the strategic focus, identifying options and assessing them in terms of opportunities and risks.

It is based on a co-creation model with stakeholders from the National System for Science, Technology and Innovation – via an online platform, thematic roundtables, decentralised workshops and bottom-up initiatives – aiming for a broad, transparent and nationwide participatory process, including the Autonomous Regions.

 

Objectives

  • To support public decision-making on the multi-annual budget allocation by AI² to R&D areas, strategic domains and the Innovation Promotion Unit (UPI);
  • Support the definition of national strategic areas for research and innovation, which may include specific sub-areas;
  • Ensure a strategic, forward-looking and evidence-based approach, aligned with national, regional, European and international priorities;
  • Promote a transparent, inclusive and partecipatory process, incorporating informed contributions from the various stakeholders in the research and innovation ecosystem;
  • Contribute to the development of well-founded recommendations to underpin AI²’s future multi-annual programme contract, including a monitoring and ex-post evaluation system.

 

Duration

The project will run from September 2025 to October 2026.
