Overview
This project, funded by the European Commission under the former Structural Reform Support Programme (PARE) of DG Reform, developed several methodological components of the Legislative Impact Assessment (LIA) exercise and produced standardised statistical information from the perspective of companies and public administration. This project was carried out in cooperation with the Organisation for Economic Cooperation and Development (OECD).
Objectives
- Construction of a baseline scenario of the administrative burdens that companies face in their life cycle, with a focus on the practical case of the tourism sector;
- Reviewing and proposing improvements to the SME Test;
- Review of the institutional set-up of the Regulatory Impact Assessment (RIA) in Portugal;
- Definition of thresholds applicable to legislative impact assessment and design of a proposal for a proportionality test to be adopted in the RIA exercise in Portugal;
- Creation of standardised statistical information for estimating the costs to be borne by the Public Administration in complying with administrative obligations resulting from legislation;
- Dissemination of knowledge and project results through workshops.
