National Evaluation Agenda and Pilot Project

Overview

As an instrument for institutionalising evaluation in the public policy cycle, the National Evaluation Agenda (ANAV) aims to create a structured, cross-cutting approach to public administration, involving multiple sector ministries. Developed within the framework of REPLAN’s Multisectoral Evaluation Team (EMA), the project aims to strengthen the evaluation culture, promoting the use of evidence in the formulation, follow-up and monitoring of public policies. The implementation of ANAV, as a set of stages that will make it possible to establish the set of public policy evaluations to be carried out over a given period of time, as well as the technical procedures for selection, execution and dissemination/follow-up of the results, will be preceded by a pilot experiment in the government area of the Ministry of Education, Science and Innovation.

Objectives

  • Contribute to the institutionalisation of evaluation in the public policy cycle and the integration of evaluation results;
  • To favour the incorporation of evidence in the design and monitoring of public policy measures;
  • To give visibility to the results of policy evaluation.

Duration

The first phase of the project will run from January to December 2025, with the pilot test scheduled to begin in March. The Agenda is a three-year multi-annual instrument and the first edition will run from 2026-2028.
