Overview
‘Portugal 2050: Scenarios and Vision’ is a foresight project by REPLAN – Network of Planning and Foresight Services of Public Administration, which aims to build a long-term strategic vision for the country. The aim is to understand how, in the 2050 horizon, different scenarios condition the way in which this vision can be pursued.
This activity is largely a logical continuation of the previous work that resulted in the report “Megatrends 2050. The Changing World: Impacts on Portugal”, presented in June 2025. Based on this report – which will serve as a basis and reference – an involving and plural process of listening to national and international organisations and players will be promoted. These actions will take place at various times and in various formats, with the aim of contributing to defining the long-term vision and analysing the challenges and problems that could emerge in different future scenarios.
Objectives
- To build a long-term strategic vision for Portugal;
- To define a set of national ambitions in line with this strategic vision;
- To formulate scenarios, for the 2050 horizon, to inform and test both the strategic vision and the ambitions proposed for the country;
- To contribute to a paradigm of anticipatory governance, drawing up framework instruments to guide options and decisions in terms of strategic planning and public policies.
Duration
The project will run from January 2025 to June 2026.
