Project Management and International Relations
The Multidisciplinary Project Management and International Relations Team (EMGPRI) pursues the following competencies:
a) Identify and promote opportunities for international agreement and partnerships and secure a global relationship with similiar bodies from other countries, in coordination with PlanAPP teams;
b) Coordinate and ensure representation in relevant international organisations, forums and working groups within the scope of PlanAPP’s tasks, without prejudice to the duties of the Ministry of Foreign Affairs;
c) Monitor projects with an international dimension, especially those resulting from working groups or with a strategic and cross-cutting nature; centralise interaction with international organisations or other countries in response to requests to PlanApp teams for information or cross-cutting questionnaire; and conduct benchmarking studies, with a view to leveraging international best practice;
d) Identify opportunities and prepare proposals for Community funding applications, prizes and possible awards at international events and competitions; in close coordination with PlanAPP teams, prepare application dossiers, dissemination rules and audit trails for tracking and monitoring funded projects;
e) Promote, in close liaison with the other multidisciplinary teams, continuous improvement with a view to providing excellent services, implementing a quality management policy and an integrated internal management system, including the preparation of annual and multiannual plans for activities, as well as the design of internal processes and procedures, functional design of projects and implementation of Document Management and standardisation of templates;
f) Implement a system of procurement of goods and services and financial management, integrated with project management, which seeks to simplify, streamline and make transparent the entire internal process, from internal information to contracting, by the preparation of parts of the procedure, formulation of contracts and financial execution, as well as ensuring the annual planning of goods and services acquisitions and their budgets;
g) Manage, in close liaison with the General Secretariat of the Presidency of the Council of Ministers, the preparation of the budget and its implementation, the management account and treasury management, as well as ensuring the establishment of a working capital and its proper use, the expenditure process and relationships with suppliers in the performance of the contract, including economic and inventory management;
h) Identify and ensure compliance with existing legislation on mandatory public management tools, transparency standards, fraud and related offences and whistleblower protection, as well as ensure the control and reporting of compliance with the GDPR and with legal or internal rules on the processing of personal data.

Biographical note
She has a degree in Modern Languages and Literature (Portuguese and German) (2000) and a Master’s in Management from ISCTE – University Institute of Lisbon (2010).
She has been a senior member of staff at UTAIL, at the State Legal Competency Centre, JurisAPP (formerly CEJUR), since July 2017. Previously she was a senior member of staff in the Usability and Systems Planning Team of the Agency for Administrative Modernisation, IP, between February and July 2017, the director of the Simplification and Public Participation Team at the Agency for Administrative Modernisation, IP, between July 2016 and February 2017, the director of the Administrative and Regulatory Simplification Team at the Agency for Administrative Modernisation, IP, from July 2012 to July 2016, the head of the Multidisciplinary Team for Administrative Simplification at the Agency for Administrative Modernisation, IP, from February 2010 to July 2012; manager of administrative modernization projects at the Agency for Administrative Modernisation, from February 2007 to February 2010, the manager of administrative modernisation projects at UMIC — Knowledge Society Agency, from November 2003 to February 2007 and a multimedia journalist at RTP — Rádio e Televisão de Portugal, from October 2000 to November 2003.
